Step 1- Measure your elastic to 12 inches cut and knot as shown. This will be your skirt form.
Step 2- Open your packages of streamers and cut strips of streamers 24 inches long. You will need 10 of each color.
Step 3 - Take one of your cut streamer pieces and match the cut ends. Make a loop at the top and place inside your elastic waist band. Slip the ends through opening to attach to the elastic skirt.
Step 4- Carefully pull the ends to create your knot at the top. Alternate the colors and continue until your skirt is full.
Step 5- Put the skirt on your doll, have an adult help you trim the skirt ends if they are too long.
Step 6- Pair with any shirt you already have and enjoy the ball!
